Project Description:

This project is one of six projects funded by the 2007 1/2 cent sales tax renewal. This project will reconstruct the roadway as a 3-lane facility and acquire right-of-way for ultimate divided 4-lane facility with turn lanes. The existing one-lane RR tunnel will be removed, and widened to support two-way traffic. The project will not be constructed until the Union Pacific right-of-way is acquired by the city.

Project Rationale:

SAFETY: This project will improve safety by leveling the roadway and improving sight distance. The right of way component will preserve right of way for future capacity improvements.

Status Details:

The old railroad corridor has been acquired from the Union Pacific Railroad, and Jackson County is the controlling authority. The City cannot complete the design of the Chipman Road improvements until the details concerning the future use of the corridor are resolved. Jackson County is meeting with all relevant agencies in order to develop the requirements. Wilson and Company of Kansas City, MO began the conceptual study, design and survey work in July 2010. The Concept Phase studied the costs and impacts of several horizontal and vertical alignments. The Concept Phase Alignment report and Traffic Study were completed in January 2011. A public meeting was held on February 8, 2011 and the alignment options that were investigated were presented as well as the recommended alignment. The preliminary design began in May, 2011. Wilson completed preliminary design in October, 2011 and and completed the right-of-way plans, tract maps and legal descriptions in early 2012. Land acquisition, for easements and right-of-way, is on hold pending the decisions from Jackson County regarding the trail. Plans are approximately 90% complete, and the 90% Marking and Signing Plans are included below.
